A letter dated January 1783, labeled as the Attorney Generals sixth opinion, Seizure of flagg goods in Chester County, and sent to Gen. Irwin, expressing the opinion that the Supreme Executive Council could not interfere in Col. Hannum's seizure of British goods if said goods were necessary to prisoners of war.
